I'm not so sure the description of this is right. If you look at the tunnel portal picture here or you go to the site now, this just looks too "open" to be that tight spot at the portal area.

This is definitely NOT the Substation at EASTPORT in the Oakland Hills. I don't know where this photo was taken: but NOT "Eastport"..

This is indeed the substation at West Lafayette just a few feet east of the milepost 23 trestle over Las Trampas Creek. A private collector wishes to publish it in a book first before allowing it to be on the WEB.
